Rainberry Bay clubs were set up for the benefit of their members. They operate under charters approved by the Board of Directors and managed by a Council of Clubs. The Council is comprised of the current club presidents, headed by an individual called the President, voted in by the member clubs for a term of two years. He/she has a Vice-President and a Secretary, also voted on by the members. The duties of the Vice President are to chair meetings when the President cannot attend. Every meeting has recorded minutes that are distributed to the members.
